This program is not being updated on Secunia....the current version is 4.0....is it because it is defined on Secunia with the 3.x version?

Version 3 is not subject to any vulnerabilities as shown here:

Secunia PSI is a vulnerability checker not a general updater as explained here:

http://secunia.com/products/consumer/PSI/faq/#q6

Note also para 7 reference BETA versions.

U can always suggest version 4 to Secunia - just use the links provided within PSI.
