So my question: how quick is the PSI internal database updated to reflect new program versions?

Emil pointed you to an info PSI but possible you didn't see this paragraph:

Vendors release new versions of a program for many reasons, and many newer releases don't contain security fixes. It is important to understand that the Secunia PSI is not a general update checker, but rather a security patch checker

I myself use PSI as a security update checker. For general updates I use Filehippo's update checker which works well for me. I know there a some others but I have no experience with them. For Filehippo update checker: www.filehippo.com The download knob is in the upper right corner. Hope this helps.
