I got PSI 3.0.0 2003 on Windows Vista and each time I connect to PSI, it's very long to get de first panel with all the programs updated. Is it normal ?

Can you clarify which version of PSI is installed? Right click on the Task Tray icon>about.

The latest versions supported by Secunia are:

1.5.0.2

2.0.0.4003

3.0.0.6005

Sorry for poor english but I'm french and it's a bit difficult for me to explain technicals problems
my PSI verson is : 3.0.0.2003 it's a 2012 version
my laptop has Windows Vista 32bits
