Some vulnerabilities have been reported in HP SiteScope, which can be exploited by malicious people to compromise a vulnerable system.

The vulnerabilities are caused due to some unspecified errors and can be exploited to execute arbitrary code.

The vulnerabilities are reported in versions 11.20 and 11.21.

So the vulnerability was reported in 11.20 and 11.21 but that doesn't mean lower version are without the bug correct (e.g. v11.12)?

Incorrect - they are the only two versions affected according to HP via the CVE that Secunia points you to.
