Secunia PSI says OpenVPN 2.3.10.0 is installed on win10 laptop and that it's out of date, so I installed version 2.4 from the website that Secunia PSI opened in web browser when I clicked on update, but I can't find OpenVPN 2.3.10.0 on installed programs via control panal. But Secunia PSI still says it's installed.

It could repeat could be a false positive. OpenVPN could well be embedded in another programme hence it will not show in control panel > programme and feature. Sadly there is no way you can ask Flexera Support to check their database.

PSI shows you where it found the old vulnerable file - does that give u a clue as to the programme using it?

PSI 3.0 doesn't show the file thread of the old vulnerable file, that was in version 2.0.

EDIT: Just right clicked and got extra info - It is embeded in AVG Anti-Virus FREE.

Pleased you found it. As you have now discovered PSI does indeed show you where the files they scan are located. It has always been a feature.
