At least on my system [WinXP SP3] the initial PSI window seems to freeze while displaying the message "Loading..." and remains in this position more-or-less indefinitely. If I adjust the window size in any direction, even by a very small amount, the display of the window completes properly. I believe that the freeze occurs while PSI is trying to generate the graphical display of scores. It seems likely that a small increase in the default vertical window size might well solve this problem. FWIW, I use the "Classic" window display with 1024 x 768 pixel resolution.

I don't have a problem on my XP Pro system.

How much RAM does the system have and what is its video adapter?
