Secunia OSI does not indicate all programs on my PC after scanning. The only item it indicates is that I have Windows XP with Service Pack 3 installed. It no longer indicates the status of other installations such as Java, Adobe, Internet Explorer, Outlook Express etc, etc.
Is there a bug in the Secunia OSI scan?

Try downloading and installing the PSI instead (if possible), but when you use the OSI, do you see anything besides "0 errors, scan result should be correct" by the bottom left?
