You have not stated what is being used now. If it is the free reader it is just that - a reader.

I have Adobe Reader 9.0 how do I fix it so that I can fill in forms?

You are looking at editing an existing PDF document - Adobe Reader is a reader & will not do that.

U can buy an upgrade from Adobe from the list I gave U or search the web for an alternative.

I use this one

Excellent customer service/technical support & does not suffer from the constant vulnerabilities of Adobe products.

Edit:
Have not used Adobe for years - is there no way U can open it with Adobe Reader & then save the document to another format (doc/docx) & edit from there?
