The vendor of the program I'm trying to delete is not in the drop-down vendor list. The vendor is CACE Technologies.
When trying to delete the WinPcap folder from Windows Explorer, it says "Access Denied". "Make sure the disk is not full or write-protected and that the file is not currently in use".

Do I need to boot in safe mode or as administrator in order to delete this folder?

John,
This is part of what the web page you gave me said, "To be absolutely sure that WinPcap has been installed, please look at your system folder: you should find files called packet.* and wpcap.dll."

I found packet.dll in the Windows/System32 folder. Should I delete this file or just leave it alone?

I had to boot in safe mode in order to delete the WinPcap program folder and the wpcap.dll.
