|Out beside the programs in the scan results section it says up to date beside each program is that talking about the program or the patches or is there a difference?|

As I read it , as the PSI is a security patch checker , then "up to date" should refer to the security patch status of your programme .
It does not necessarily mean you have the very latest version of a programme if that was say only a bug or eye candy fix - the PSI is not an updtae checker in that sense .
Neither does it mean that there are no known vulnerabilities which are , as yet , not patched - there could be . The secure browsing page (for "advanced" viewers) displays unpatched browser security problems with no solution .
Secunia have not said if they will , in future versions of the PSI , display "vulnerability" info concerning other programmes with no solution yet available .
If I am not right in my reading , I am sure someone will correct me .
Hope this is clear enough .
It always seems impossible until its done.
